The sentence in the second paragraph "[bureaucracy and costs...] would greatly harm the Lisbon Strategy", should have been split. As it is, it sounds like the Lisbon Strategy is our reason for writing. Maybe a better wording would have been "[bureaucracy and costs...] would greatly restrict the writing of software. This would greatly harm the Lisbon Strategy." --CiaranOriordan
